In a summary:

-the PCI interface specifies 4 voltages: +3.3v, +5v, +12v, -12v

- a PCI card normally uses +3.3v and/or +5v

- the card may optionally use also +12v and/or -12v

Clark H. Avid Protools and Thunderbolt

The video below is from IDF 2010 dated DEC 1, 2010, it is a demonstration on Bridge technology using a laptop PC platform with lightpeak integrated also known as the “Thunderbolt”.

The laptop is connected to a prototype Avid Pro Tools HD audio interface and the computer is running Pro Tools HD. Obviously, there are no PCI Express cards in sight.
